YOUNG CITIES - Developing Energy-Efficient Urban Fabric in the Tehran-Karaj Region


Project Objectives
The Young Cities Project is an applied German-Iranian research project aimed at elaborating solutions and strategies for a sustainable, energy-efficient development of new urban developments in Iran as a contribution to a significant CO2 reduction. These solutions are examined regarding their applicability under the expected climatic changes and mutually prepared by the Iranian and German project partners for short-term implementation in Hashtgerd New Town.

Climate change
Climate change is one of the major challenges in the 21st century. It requires global strategies for efficient energy supply, sustainable use of resources and the reduction of green house gas emissions. Especially cities in emerging and developing countries are facing urgent challenges due to massive population growth, which has led to increasing levels of energy demand, energy consumption, and vulnerability. At the same time these urban growth centers bear an enormous potential for contributing to a climatically sustainable development on a global scale. The research program Energy- and Climate-Efficient Structures in Urban Growth Centers, which is financed by the German Ministry for Education and Research (BMBF), addresses this potential by development and implementation of integrated planning and management concepts for sustainable urban development, a.o. for the Tehran-Karaj-Region in Iran.

Approach and Research Methodology
Urban development is approached comprehensively and interdisciplinarily at different levels:

  • Urban structures (space)
  • Urban infrastructures (networks)
  • Buildings (objects)

The social and economic framing conditions are considered at every level of investigation.

New Towns in Iran
Iran's massive population growth requires the construction of 1.5 million new housing units per year. With the rapid expansion of new towns throughout the country the consumption of energy, commodities and resources has increased continuously. The related negative climatic effects create and exacerbate regional and global risks.

Pilot Projects and Project Dimensions
A total of five pilot projects will be implemented in Hashtgerd New Town in order to examine different strategies and solutions for energy efficient urban planning. The knowledge gained from these practical experiences is iteratively introduced into the work process in order to increase their effectiveness. The following pilot projects are elaborated at different spatial levels:

  • The 35 ha housing area
  • The New Quality residential building
  • Three New Generation buildings for residential, office and educational uses

The following supportive project dimensions complement the technical approach of the pilot projects:

  • Vocational training for construction workers in order to achieve a higher quality of construction and hence a lower energy demand of the buildings
  • Awareness-raising activities with multipliers and inhabitants, in order to promote sustainable lifestyles
  • Development of local and regional energy concepts.
